Wharf Planning Application Rejected

Stop press from Area Committee meeting 11/12/19

Last night at the Marple Area Committee meeting the application for building seven houses and converting the wharf building to community use was rejected by the five councillors for Marple. Andrew Moorhouse spoke against the application on behalf of the society, and a team of five from the developers and the Community Interest Company spoke in favour. 

The principal reasons for the councillors rejecting the application were parking and traffic congestion issues, pointing out that very little had changed since the previous application to address these same issues.

Just to reiterate from previous posts, the Society supports in every way the proposal by the Wharf Project to bring to life a historic building for community purposes linked to the Marple canal heritage. It is hoped now that the Canal and Rivers Trust will reconsider its approach and bring forward a proposal that ensures the Wharf Project proceeds but with sufficient parking and appropriate regard for the heritage value of the whole wharf area.

SMBC Consultations

The information below has been sent to some Marple clubs and societies by SMBC. We draw attention to it as members may wish to respond to these consultations as affecting Marple and its residents:

As you may be aware there are a range of consultations that are now live on Stockport Council's savings proposals for 2020/21.
You can have your say on these proposals by vising the Council's Consultation webpage (https://consultation.stockport.gov.uk/) and completing the online surveys.
The savings proposals include:
  • Libraries
  • Museums
  • SEND Transport
  • Street Cleaning
  • Support Funds
Paper surveys are available in Stockport libraries and paper surveys for the museum’s consultation are also available in Stockport museums. If you require copies of these surveys in an alternative format, please email consultation@stockport.gov.uk to request this.
These consultations close in November 2019. It is important that we receive your views by November as all of the feedback will be pulled together into a report which will then be considered by Scrutiny Committees and then at the Cabinet meeting in December.

Marple Area Committee 7th November 2018

The Civic Society will no longer take notes at Marple Area Committee for our website. This is because, after asking for a review on the way the Area Committee is conducted, and how it engages with local residents, some welcome changes have been made:

1. The Area Committee is now streamed live and a webcast is available for 6 months following the meeting. You can watch the whole webcast or select specific sections by following the link HERE

2. There is greater opportunity for resident participation at the Area Committee meetings. Details are given in the agenda which is released one week before the meeting.

3. Email updates of local issues and public realm works can be requested from the Democratic Officer /Secretary Stephen Fox

Civic Society committee members will aim to watch live streams of the meeting and attend meetings to ask questions and when subjects of importance to our civic committee work are being discussed. We will report on relevent issues.
We also aim to improve our communication within committee and make greater use of our democratic process through Area Committee. This will be the responsibility of all committee members rather than a dedicated team as before.

The civic society submitted two questions to Councillors at Marple Area Committee on the 7th November: 

Q. 1 - Re the future of Marple Swimming Baths                 Link to the questions HERE                     
Stockport Council has commissioned a review and appraisal of potential sites to relocate the swimming Baths in Marple.
Marple Memorial Park is included in the list of sites for consideration. There is considerable public support for integrated community facilities in Memorial Park. Further updates will be provided through Marple Area Committee

Q.2. Re an update on town Centre Work

There is a hiatus in the Stockport Council and Atkins' project to improve the town centre. Cllr Blair said he would refer this to Director of Place, Carolyn Simpson, for an answer. We also asked about the SMBC District Centre Project, led by Paul Richards. Councillor Blair asked for Mr Richards to be invited to the December Area Committee meeting to explain the project and what it means for Marple.

A further two questions were asked about the speed bumps on Windlehurst Road. Cllr Blair reported that there were no plans to remove any of the speed bumps already installed.
The highways engineer stated there was a funding issue for the last section of speed humps to be implemented, from Broadhurst Bridge to Hawk Green. Cllr Blair reported that the Area Committee had not received any information of funding problems and it was Area Committee's intention that installation would go ahead as soon as the council could make that happen. Planning Application DC/065826 92-94 Church Lane (Albert School site)
The application for demolition of existing buildings and develoopment of 360sq meter retail space and 20 two bed apartments was recommended by the planning officer to grant.
The 6 councillors had many concerns about the development. The application must go to Planning & Highways Committee (P&H) for a decision but Area Committee recommended a site visit by P&H and a recommendation to refuse on the following grounds:
1. Heritage issue 2. Inadequate proximity distances to neighbouring houses 3. Lack of adequate parking space

It is noted that Albert School was the only heritage nomination refused by SMBC for local listing. Over a hundred heritage buildings were locally listed giving them protection under planning law.

Items of note this month include the unanimous refusal by councillors (supported by many residents) of a report by the council's traffic engineers proposing traffic calming measures (more speed humps) on Hibbert lane and the abandoment of proposals for a cycle lane on the A6 in High Lane.

Report on Marple Area Committee Meeting 14th December 2016

The council's Public Realm report can be viewed HERE

A major part of the meeting was devoted to a presentation by Stockport MBC officers about the Greater Manchester Spatial Framework.  Officers invited residents to respond to the plan which they assured them is a genuine consultation.  Resident's concerns about issues such as transport infrastructure and pollution were answered by vague promises that solutions would be provided in due course and that the plan is "not at that stage yet".  Unsurprisingly, the plan for 4000 houses in High Lane is at that stage.

The meeting was dedicated to the issue of the A6 to Manchester Airport Relief Road - complimentary measures for High Lane (traffic calming).  Areas covered include Windlehurst Road, Andrew Lane, Torkington Lane and Threaphurst Lane.

Marple Area Committee Meeting 23rd November 2016

The next Marple Area Committee meeting will take place on 23rd November 2016 in High Lane Village Hall at 6-00pm and will concentrate on the A6 to Manchester Airport relief Road (A6MARR) traffic mitigation measures.

Future Area Committee dates are:

An extraordinary meeting of the Area Committee to discuss the Greater Manchester Spatial Framework (this includes the proposal to build 4000 houses on greenbelt in High Lane). The meeting will be held in High Lane Village Hall on 30th November 2016 at 6-00pm

A scheduled meeting of the Area Committee that will discuss the Greater Manchester Spacial framework (as above) to be held in Marple Senior Citizens Hall on 14th December 2016 at 6-00pm

Report on Marple Area Committee Meeting 9th November 2016

The meeting discussed a cost saving proposal by the council to reduce "black bin" waste disposal collections from every two weeks to every three weeks.  See the meeting notes for details of the proposal and comments by councillors and residents.
The council are inviting comments either online HERE 
or on pre-printed consultation forms available from Marple Library.

All responses must be received either online or in writing (hand in forms to Library staff) by 21st December 2016 when the consultation closes.

Marple Area Committee Meeting Wednesday 9th November 2016 - Open Forum Discussion

The next Marple Area Committee Meeting on 9th November will take place at 6-00pm in Marple Senior Citizens Hall. (5-30pm for informal discussions with councillors and 5-00pm for GMSF Roadshow display - see below)

The meeting will include a presentation by a representative from Manchester Airport on the airport's development plans and a presentation on the council's Medium Term Financial Plan.

There will also be a poster display about the Greater Manchester Spacial Framework (GMSF) with officers available to answer questions starting at 5-00pm. See HERE for details.

The GMSF is the overarching development plan for the ten local authorities making up Greater Manchester.  The plan identifies sites for homes and jobs in each area but does not cover everything that a local plan would cover.  Individual districts will continue to produce their own local plans.

However, the GMSF has identified an area of greenbelt in High Lane to provide 4000 homes.  The proposal is now open for consultation.
